If you want to initiate an eviction process due to unpaid rental invoices, you are legally required to notify the tenant about termination of the rental agreement and notify the Social Services (Socialtjänsten). This is a mandatory step for a future eviction process to be legally valid and to ensure the tenant can receive assistance.
Below is an explanation of how to file a correct notification with the Social Services:
1. Identify the correct municipality
You must contact the Social Services in the municipality (kommun) where the rented property is located.
2. Generate a form
On the ‘Eviction Management’ page via your Qasa login, you can generate a ready-to-use form containing all the information the Social Services require.
3. Submit the notification
You can find contact details for all Swedish municipalities here: SKR’s List of Municipalities. Generally, you will find their address and contact information at the bottom of each municipality's website.
You can submit the information in the following ways:
E-service: Many municipalities have digital forms where you log in with BankID.
Post: Send the letter to the municipality's official address, addressed to "Socialtjänsten".
4. Request a stamped confirmation
To proceed with an eviction application at the Enforcement Authority (Kronofogden), you must be able to prove that the Social Services have received the information. In your email or letter to them, always request a stamped return copy of your document.
Please note: Always save the receipt of acknowledgment from the Social Services together with proof that the tenant has received the termination notice (such as a copy of a registered letter).

Once you have received confirmation from the Social Services, it is important to double-check whether the payment from the tenant has arrived before proceeding to Kronofogden.
After you have notified the tenant of the termination (and informed them of the possibility to stay if they pay), they have a three-week grace period. If the total debt is paid within this period, the tenant regains their right to the tenancy (återvinner hyresrätten). If payment is still missing after the deadline has passed, you may escalate the case to Kronofogden.
